An armed police commando guards the spillway of the newly constructed San Roque Dam in Pangasinan province, one of the largest in Southeast Asia 01 October 2003. The dam was built by private US and Japanese consortium with the cost of 1.2 billion USD under the 25 year build, operate and transfer scheme by the Philippine government. The San Roque dam which began commercial operation 01 May 2003 has a capacity to generate 345 megawatts of electricity augmenting the power requirement in northern Philippines. The dam also provides continious irrigation to farmlands and controls floods during rainy season in several provinces.
