Labour Leader Ed Miliband keynote speech; - The 1945 settlement was a revolution in the political economy of this country - People thought in the 1930s there might be incredibly high unemployment but it's not a responsibility of government - Government after 1945 took responsibility for full employment, NHS and building council houses - The crowning achievement was the NHS - the model of political economy of that period was based on state providing basic platform of services - This became a consensus between the political parties - The Conservative Party of that period they had completely adapted to the new settlement by 1950 - Harold MacMillan won in 1951 and took forward that agenda - Consensus lasted more than 2 decades - by the 1970s spirit of 1945 had ran its course - High inflation at that time meant living standards were falling back - System was unable to meet the aspirations of working people - Labour government of 1974-9 found it impossible to reconcile the competing interest of unions with society - It led to Thatcher's election in 1979 and convinced people that a break was needed - Just as 1930s settlement fell into disrepute, so did the 1970s settlement - Wasn't just that consent had broken down but that the new right were preparing ideas that Mrs Thatcher would implement - Milton Friedman etc - This new bargain was about government getting out of the way, the market would deliver prosperity - Some of that did happen, after financial deregulation was easier for people to get credit - You could buy your own council house and shares in newly privatised companies
