At the Council of Europe Assembly in Strasbourg, Alcide DE GASPERI, Italian foreign affairs minister, Konrad ADENAUER, chancellor of the Federal Republic of Germany; and Robert SCHUMAN, French foreign affairs minister speak cheerfully together before one of the Assembly sessions during which the future political organization of Europe will be discussed. The first stone toward the construction of European unity had just been laid: the ECSC (European Coal and Steel Community) proposed by Robert SCHUMAN had been adopted by the Council of Europe Assembly in August 1950 and the Treaty instituting it was ratified April 18, 1951.
