KASANGULU, DEMOCRATIC REPUBLIC OF CONGO APRIL 25: Unidentified riot policemen sing and dance after a demonstration during a graduation ceremony on April 25, 2006 in Kasangulu, outside Kinshasa, Congo, DRC. The European Union has a cooperation and training program with the Congolese police. They trained the integrated Police Unit (UPI) at the Police school here. European standard training and equipment was given to them. These riot police are to be deployed during the upcoming election campaign and elections in Congo, DRC. The country is in ruins after forty years of mismanagement by the corrupt dictator and former president Mobuto Sese Seko. He fled the country in 1997 and a civil war started.
